A Partnership for the Energy Transition of Social Housing in Guadeloupe
Faced with persistently rising energy costs, increasing regulatory demands, and the specific constraints of island territories, energy renovation of social housing is becoming a major issue in the Overseas Territories. It is in this context that the Société Immobilière de la Guadeloupe (SIG), a subsidiary of the CDC Habitat group, has chosen to partner with Altens and Boost Innovative to initiate a progressive and concerted approach across its entire residential portfolio.

A Structuring Challenge for the Guadeloupean Territory
Guadeloupe is among the French territories most exposed to climatic challenges: intense solar radiation, extreme weather events, and energy supply constraints. For a social landlord operating on this scale, modernizing its portfolio is no longer just a question of performance: it is a direct response to the energy vulnerability of households and the energy sovereignty of the territory.
The work envisioned as part of this cooperation may include:
- energy audits and property diagnostics;
- deployment of photovoltaic and self-consumption solutions (PUR-SUN range);
- securing electrical installations;
- energy management systems;
- charging infrastructure for electric vehicles (IRVE) via the PUR-ELEC solution;
- any solution contributing to the sustainable improvement of property performance.
Altens’ Role: Financing, Engineering, and Project Management
Within this partnership, Altens brings its expertise in low-carbon energy solutions, third-party investment mechanisms, and the monetization of Energy Savings Certificates (CEE). This positioning allows SIG to undertake large-scale projects without burdening its initial financing plan.
This continuum from diagnosis to post-work monitoring constitutes Altens’ operational signature: an integrated approach that secures the actual performance of operations, and not just their initial promises.
“
Our goal is to support SIG in the renovation of its real estate portfolio by finding financing for decarbonization and rehabilitation work. This will directly reduce residents’ energy bills. We rely on the Axelia design office to diagnose current issues and propose concrete solutions to improve the quality of life for tenants. Our role extends from initial diagnosis to project completion, including on-site monitoring by our local teams who ensure compliance with best practices. Finally, we finance these projects and manage the results to guarantee that the announced energy savings are indeed real.
A Progressive and Concerted Approach
The commitment protocol is based on a realistic approach, adapted to the operational constraints of the territory. It will rely on:
- study and analysis phases prior to any operation;
- technical audits of the buildings concerned;
- financial scenarios jointly validated;
- coordinated governance among the three stakeholders.
Operations undertaken following this preparatory work will remain subject to SIG’s internal validations, applicable regulations, and current administrative procedures. This method guarantees the legal and financial robustness of each project.
Boost Innovative acts as an Assistant to the Contracting Authority (AMO). The organization, led by Marcelle Akoa, ensures strategic and operational coordination, support for preparatory work, and the structuring of the different project phases.
“
The objective of this partnership is to structure a progressive, coherent, and operational approach to support reflections related to the energy modernization of the portfolio, in a logic of general interest and sustainable territorial development.
A Desired Social and Economic Impact on the Territory
Beyond energy and heritage issues, this initiative aims to generate a positive impact on the local economy. The stakeholders have included in the protocol their willingness to favor the use of local structures for audits, work, and associated services, whenever possible.
The project may also contribute to the training, skill development, and professional integration of people far from employment, in line with identified operational needs and local actors. An CSR dimension that extends SIG’s commitment as a public interest operator, and that of Altens, certified EcoVadis Gold 2026 (Top 5% worldwide).
“We only have one planet, and it is fragile. We must preserve it. Just as we must protect our Islands, which have been facing major ecological and climatic challenges for several years now. As the leading landlord in the territory, SIG had to commit strongly and sustainably to a decarbonization and energy efficiency approach.”
Olivier Bajard, CEO of SIG
Why This Partnership Matters for Energy Transition in the Overseas Territories
This protocol illustrates a fundamental dynamic: overseas social housing is becoming a priority area for France’s energy transition. With more than 560,000 housing units managed by CDC Habitat across the entire territory (mainland France and Overseas Territories), public landlords have considerable leverage to decarbonize the residential sector and improve household purchasing power.
For Altens, this partnership confirms the extension of its scope beyond road freight transport, towards local authorities, social landlords, and public operators facing decarbonization obligations and significant budgetary constraints. An end-to-end approach, from CEE financing to operational implementation, which aligns with Altens’ mission: to accelerate the energy transition by removing economic and technical barriers.
